TC of Social Assistance discusses law of Regulatory Mark

The Campinas Metropolitan Region started a discussion about the Regulatory Mark of Civil Society Organizations (Law 13.019/2014), which establishes new rules for partnerships between the public administration and civil society organizations – the third sector – and that is already in force since 1st January 2017. To guide the public managers of CMR about this question, the Thematic Chamber of Social Assistance, managed by Agemcamp, organized a meeting with the presence of the lawyer and expert on the subject – Dr. Clair de Oliveira.

In her presentation, the invited offered to the members of the Thematic Chamber grants for the understanding and application of the new rules defined by the law. Also were presented suggestions for best management practices. The meeting was attended by about 40 public managers, between Secretaries of Municipal Social Assistance and technical advice. 

In the next meeting of the Thematic Chamber, the members shall set up a team to form a specific work group, focused on monitoring the progress of the implementation of the law on municipalities.

Although the law has been presented and explained in a meeting of the Thematic Chamber of Social Assistance, the new legal regime of partnerships between public authorities and civil society organizations will be applied in all areas of government, such as health, education and the other who sign partnerships with private entities without lucrative ends.

Curriculum Vitae Dr. Clair de Oliveira

Clair de Oliveira is a lawyer specialized in Administrative Law. She has held executive positions in departments of the State of São Paulo and the municipal area, where he worked for many years. At the federal level, was a consultant to the United Nations with the Ministry of Health, the UNDP – United Nations Development Program, the Ministry of Education and Unesco – United Nations Educational Scientific and Cultural Organization. Collaborated in the idealization and mounting of the following distance courses from Fundap: “Planning and Budget in the Municipality”, “Public Accounting and the Audesp System” and “Buying Cycle”, which is intended for managers of the government of the state of São Paulo.
